New Survey Launched to Improve Cross Pavement Charging for EV Drivers

Today, we’re excited to share that a new national survey has been launched to gather feedback from drivers who rely on on-street parking. This survey is a crucial step toward shaping policy and infrastructure that works for everyone.
 
A fresh national survey has just been released by EVA England, seeking input from EV drivers without off-street parking to better understand their charging challenges and how cross?pavement charging could help address them. 

Why This Matters

  • Access gap in EV charging: Over 90% of EV drivers with driveways report lower running costs compared to petrol, but for those without driveways, only 50% experience cost benefits—primarily due to reliance on expensive public charging. 
  • Government action ramping up: The recently passed Planning and Infrastructure Bill’s provisions include formal consultation on cross?pavement charging and commitments for local authorities to use their own highways teams for faster installations. 

What the Survey Aims to Do

  • Capture the lived experiences of EV owners reliant on public charging.
  • Gauge support for cross?pavement solutions like cable gullies and under?pavement charging channels.

What Are Cross?Pavement Solutions?

Cable channels (“gullies”): Installed flush with pavement surfaces, letting homeowners run cables safely under pedestrians' feet and remove them after charging.
Under-pavement systems with removable bollards: Offer a more permanent, weather-protected cable route. 

These systems typically install in 1–3 hours at around £1,000 – £1,500 , for which the government has set aside £25 million in grants. 


Policy Backing & Trial Initiatives

  • London boroughs (e.g., Enfield, Bromley) and other councils have begun trials, installing gullies to support home charging. 
  • Central government guidance encourages local authority facilitation, covering safety, accessibility, installation standards, and planning processes.
  • The survey’s results will inform how these schemes expand and how permitted development rights might simplify roll?out.
